let's check your drive with anthony. >> sounds good. we have activity on 80 east. there were crews trying to clear a wrong way spinout on eastshore. that's because of a spinout on gillman. that es is on the 80 eastbound side. this is at the 85/807 connector and another onearther down at the 80/gillman exit and also even on that same area, 580 approaching 24, there is another accident on the right-hand shoulder of the on ramp. of course, since christina has been telling pea about the rain coming down, that's causing slow-going approaching the caldicot tunnel. >>. >> just like most of us, president obama waking up to rain as he gets ready to wrap up a quick fundraising swing in the

bay area. in less than 24 hours, he will be attending two fund-raisers, a brunch and a lunch, both hosted at private homes in@they are done. california attorney general kamala harris and mike honda will be at that lunch. hosted by john goldman. he is taking off from sfo. he was whisked away yesterday to a cocktail party followed by a $30,000 a plate dinner at the geddy mansion. he spent the night in san francisco. we have a crew on scene this morning. we'll be bringing you a live report coming up in our next half hour. the tsa's plan to allow small knives on planes is not sitting well with men and women that fly the friendly skies. today, the coalition of flight attendant unions will be out at airports across the country, including sfo, asking passengers to join the fight to keep knives out of airplane cabins. earlier this year, they announced they would allow

people to carry knives with blades narrower than a half inch and shorter than 2.4 inches on to planes. >> an east bay city looking to get tougher on crimes by using electronic license plate readers. the piedmont city council hearing plans for the new system this week. license plate readers would be installed to record vehicles coming and going. now, that system would also be linked to a hot list of stolen vehicles, sex offenders or other suspected criminals police are searching for. the public safety committee will be discussing that plan in a meeting sometime today. >> in less than an hour from now, fremont police will be temporarily shutting down their phone lines. most calls will not be able to get through during the down time. "today in the bay's" arturo santiago is live at the fremont police headquarters. >> reporter: the fremont police department's phone lines, regular phone lines, will be down for about an hour.

you will still be able to reach the police department and 911 calls will not be after if he canned during the outage. the department is going through a system upgrade. as the work is being done, the regular phone numbers at the headquarters will be down from 6:00 a.m. to 7:00 a.m. the outage will include all dialing in and dialing out and voice mail for the police department, the jail and the animal shelter. now, if you call the regular numbers during the outage, all you will hear is a busy signal. now, again, 911 calls will not be affected during the upgrade. if you do need to contact police, they have set up an alternative nonemergency number. that number is 510-791-4200. the fremont police department is asking people to be patient while they make this system upgrade, which most likely will not take too long. they are planning on only an hour of this being affected. live if fremont, arturo santiago, "today in the bay."

good morning, laura. futures remain higher. an up open on wall street after yesterday's climb with stocks suffering their worst day in a month. yesterday, disappointing data on the jobs market and worries about the escalating tensions between north and south korea. dow finished down 111. the nasdaq lost 36 points. this rng montmorning, investors awaiting the weekly report on jobless claims. kfc is the latest to let customers use a mobile wallet to pay for food ahead of time. they launched it in the u.k. this week with plans to expand to the u.s. and the rest of the world. they are trying to attract new customers and jump-start sales via smart phone applications. they are estimating that mobile payments will top $90 billion by 2017. back to you. >> thank you very much, mary. 5:15 right now.

what the conditions look like for this upcoming weekend. 54, livermore. southbound, temperatures are nice and mild in campbell. 51% in teresa. 49 to start the day in cupertino. through 9:00 a.m., widespread rain. moderate to heavy at times. you want to take it easy if you are traveling around the bay area. 10:00 to 4:00, showers more spotty. this evening, a dry break. we stop the clock for you at 2:00 a.m. on saturday when our next chance for rain starts to come into play. that's also going to impact the north bay. it gets dicey when we tell you about your sunday forecast. it will widen out for you and show you what we are expecting. you see that core of low pressure moving into alaska. that thing could die far enough to the south to dump rain on the bay area. most models right now are bringing the tail end in. however, i think we are going to see pretty good shower activity north of the golden gate bridge.

perspective. you could a minute ago. the rain is blocking our view. let's take you to our traffic maps. we have three separate accidents. i want to concentrate on the 580 connector once you get on to 580 at the ramp leaving 80. that's from the eastbound direction. there is another one, a spinout on 580 eastbound. that's keeping things slow there as well. also, 580 westbound at 24 keeping things slow on the on ramp there. two separate accidents approaching the castro valley. the third has been cleared through the altamont pass. at tully, an accident on the 101 and another at blossom hill. let's take you outside and show you activity there. traffic moving smoothly. lots of cars on the road. pay attention to your neighbor and folks around you as you get to work or school safe. 5:19. back to you guys following a string of recent case, school administrators

could have an easier time firing abusive teachers. the california state legislature set to consider a bill that would streamline the dismissal process while protecting a teacher's rights. this bill allowed schools to immediately dismiss teachers if they are accused of sexual abuse and limits the window for appeals to seven months. the california teachers association does support this bill. an investigative unit. tax day is just around the corner. what if we told you about a group of people that look forward to tax day, because it means a big windfall of free money, money they steal from all of us. they are already sitting in jail doing time for other crimes. we have uncovered how widespread tax refund fraud has become in the nation's prison system, including right here in california.

welcome back. good thursday morning. live look from san francisco. very wet across the bay area. before you head out the door, grab an umbrella. hope those windshield wipers are new and fresh. it is pretty slick out there. you have to watch yourself on the roadways. we will have full forecast and a look at the morning commute. bay area anti-war activist begins a cross country journey on a bicycle. cindy sheehan's son, case circumstance was killed in the iraq war nine years ago. since that time, a prominent anti-war activist who has been in the national spotlight. today, she is starting a

three-month bike ride to washington, d.c. dubbed the tour de pieceace. she will start at her son's grave and end at the white house on july 3rd. a fast-thinking bank teller helped put a bank robber behind bars. marco rubio baez pleaded not guilty to charges he robbed the bank. he handed the teller a note demanding money and walked out with $4,000. that teller tripped the alarm and followed the man to update them on the alleged location of the robber. police caught up with him a mile and a half from the bank. jimmy fallon is reablthicti the official announcement he will take over "the tonight show" in february. he is tearing up as he talks about the change during his show early this morning thanks to jay leno for being

in for mike inouye. traffic is starting to stack up. all your details coming up in a few minutes. a live look outside. downtown san jose as christina loren has been telling us. mother nature unleashing raindrops on this thursday, april 4th. this is "today in the bay." from nbc bay area, this is "today in the bay." 5:30 on the nose. good morning, everybody. thank you for joining us. i'm jon kelley. >> i'm laura garcia cannon. we begin with the storm watch. a lot of green on the radar. a lot of green. laura and jon, good morning to you. it is one of those mornings. you might get a break, because some kids still have spring break. you still have to drive through slick conditions and rain showers continue to fall over the bay area. let's zoom in and show you where the heaviest is coming down. watch out for heavy downpours. san ramon, starting to lighten up for you.

heavy to moderate rainfall as we progress through the morning hours. also, dealing with quite a bit of wet weather this morning. so, give yourself extra time this morning through 9:00 a.m. we will be dealing with this widespread rain. moderate to heavy. showers start to lighten up. we'll see a little bit of that off and off and light intermittent activity. what does that mean for the home opener when it comes to our world champion san francisco giants. i'll let you know coming up in my next report. i am going to check your drive. >> what a tease. you are a tease there. we are starting about traffic that is starting to stack up. a lot of the heaviest of stuff moving along the altamont pass. there is where we are seeing the heavier rain. really, once you leave through the altamont pass approaching livermore, we have an accident that's keeping things slow.

in the south bay, you will notice 110 has a couple of incidents going on. one accident at tully road northbound and another obstruction in the road at blossom hill. we will be tracking this all morning long. otherwise, everywhere else, things seem to be okay. of course, we will be checking chp's website to get you more. the fremont police department is getting ready to shout down its phone system leaving almost all the department disconnected for at least an hour. "today in the bay's" arturo santiago is live at the fremont police head ququarters with wha people can do to get help. let's say this. 911 calls will not be affected by this temporary phone outage. even though the fremont police department's regular phone lines will be shut down for an hour, people will still be able to reach the police department. from 6:00 to 7:00 this morning, the regular phone numbers here at the police headquarters will be off-line. the outage will include all incoming and outgoing calls for

the police department, the jail and the animal shelter. that includes voice mail. if you call the regular numbers during the outage, you will get a busy signal. all of this is a result of the work that needs to be done as the department goes through a phone system upgrade. >> 911 calls will not be affected during the upgrade. but, if you need to contact the police department. there is an alternative nonemergency number to be used during this outage time. that number is 510-791-4200. the outage and work would take an hour. police are asking the public to bear with them as they make this upgrade. we are live in fremont. i'm arturo santiago, "today in the bay." in the south bay, gilroy police investigating a deadly shooting that happened late last night near chestnut and east 7th street. one man died from his wounds. another is in critical condition. police expect him to survive. they have not made an arrest

while they investigate a motive. salinas police are investigating a santa rosa man that drove 150 miles to have sex with a girl. he advertised on an internet board. he pretended to be a young girl and drove to meet her and then head to a local hotel. he was arrested when he arrived at the agreed location. >> president obama wrapping up his bay area visit later on today. less than 24 hours after it started. the president attending two fundraising events on the peninsula after spending last night in fraens. that's where "today in the bay's" bob redell is now live. bob, not everybody too thrilled about the president's visit. >> reporter: jon, you might think that president obama would get a pass here, a city that overwhelmingly supported him in both presidential elections. not so. hundreds of people protested

near the two private homes in sea cliff and pacific heights where the president attended fund-raiser. not sure if he was aware of their presence because they were kept at least 300 yards away for purposes of security. if he was within listening distance, the president would have received a mouthful, mostly about environmental concerns, specifically the keystone xl pipeline. many protesters want the president to kill this project that would transport oil from canada to the gulf of mexico. >> the pipeline will enable an enormous very dirty oil to be transported to canada for refinement and use. that makes the planet hotter. >> a number have said it is game over if this is opened up for climate change. >> reporter: just because the protesters were kept far away from the president does not mean he didn't get the message, because the host of one of the fund-raisers yesterday, hedge fund billionaire and stanford grad, tom stier, happens to be a

vocal opponent of the pipeline. this is a quick turn around for the president, only in town for less than 24 hours. he arrived at 5:30 yesterday, here at the intercontinental hotel in downtown san francisco. he will leave here for two more fund-raisers, a brunch and a lunch at private homes in atherton. all that money being raised for congressional democrats trying to get elected into congress. then, he will leave sfo early this afternoon. reporting live here in san francisco, bob redell, "today in the bay." a follow-up on a smooth talking thief who has been ripping off electronics in san francisco and burlingame. he may be take his act to other parts of the bay area. he walks into a store or office, poses as a customer, having long conversations with employees. when they are not looking, he swipes their cell phones, their

tablets. south san francisco police say they have been getting calls about similar incidents in pleasanton, petaluma, san francisco and los altoes. we are expected to find out if the man that piloted and steered an oil tanker into the bay bridge three months ago will face punishment. guy kleess was at the helm when it swiped a tower on the bay bridge in january. today, the california board of pilot commissioners will hear a full report and try and determine whether kleess was actually at fault. he has not been given any piloting assignments since that collision we want to check the forecast with christina loren. not a good day for brent to leave the windows down. >> busted. i did that before to my mom. i feel for you, brent cannon. we have a good-looking day. you still have time to roll the

windows up because there is more rainfall on the way if that bodes for your situation as well. a good-looking day shaping up. the showers continue to stream onshore. most of the heavy stuff is going to come through between now and 9:00 a.m. our air quality will be much better, lower pollen levels. we need this rain level. april showers bring may flowers. we have a good-looking day shaping up. we have quite a bit of this rain to get through. the heaviest is pushing into the central valley. watch out for dangerous conditions. from concord to san ramon, they got hit pretty hard. the santa cruz mountains, be careful. right in the city, you really want to travel cautiously, specially around the construction zones as we have heavy downpours moving through the richmond district and the sunset district. we'll continue to pinpoint the heavier rain all morning long. that's coming up next. first, want to check your drive. sf things are starting to get

"today in the bay" tracie potts joins us live on capitol hill with what the obama administration is doing to counter act the move. the obama administration is placing a defense missile system to guam, our closest big milita military base in the region. they don't think north korea can hit guam. there are reports that a mid-range missile is being moved east in north korea, east towards a launching pad. that could mean these nuclear threats could now have something behind them to back them up. what does that really mean? the state department says they are in violation of international law. here is why one former state department spokesman thinks that's a problem. >> if north korea goes beyond the rhetoric and begins to take little shots at south korea and

there is exchange of fire, now, you have kind of uncharted territory here. >> also, new this morning, a statement from a north korean army spokesman saying they have final approval for this nuclear strike that they are using what they call, smaller, lighter and more diversified weapons and as he put it, the moment of explosion is approaching fast. so you can certainly see, laura, why with tensions rising, there is a lot of concern about what's going on this morning on the korean peninsula. >> very much so. thank you for the update. it is 5:43. southern california rescue workers say they have found one of two teenage hikers missing since sunday night. the 19-year-old was found in the cleveland national forest, about 40 miles east of san diego. he was too confuse d and

"today in the bay's" marla tallez live in the facebook campus in menlo park. are you already starting to feel the energy and excitement, anything going on? >> no, not a thing, jon. we are the only ones out here. we are ahead of the game as we typically are. there is so much anticipation surrounding this big facebook announce. . scott mccrew was talking about this earlier this week. he expecting facebook is going to announce a whole version of android software for the smart phone. that's what they are going to announce. they won't make this smart phone. experts say that would be left to taiwanese-based htc. they would make the hardware and it would run on google's and

from our traffic map. you can see the orange and yellow. that denotes that slowdown past the coliseum. we have an accident at 2:05 leaving tracy approaching livermore. again, down into the south bay. you can see slow-going on 166 as these cars are trying to make it around the construction right at 680. let's take outside once more and show you fremont. you can see lots of cars on the road. here, just typical slowdown. even in the south bay where i showed you, on 101, the head lights northbound. no major accidents to report there. even slow through palo alto on 101. take it easy this morning. keep those head lights on and windshield wipers going. it is 5:50 right now. the man accused of kidnapping and killing morgan hill teenager, sierra lamar, is expected to enter a plea. a scheduled hearing, facing murder and kidnapping charges in the disappearance of the

15-year-old more than a year ago. lamar's body, for the roar, has never been found. garcia torres has been charged with attempted kidnapping on three unrelated attacks in 2009. the man accused of crashing his car into a south bay walmart will be back in court. 933-year-old is facing aggravated assault charges, hit and run, dui and resisting arrest. police say he crashed his car into a walmart in san jose on easter sunday and attacked customers inside with a metal pole. we showed you this exclusive video of a similar crash back in december when he drove a silver lexus into the capital premier car wash in san jose. luckily, no one was hurt in that incident. he was out on bail. it was a pretty wild scene in aus strtralia.

a pilot very lucky to be safe and alive. on the landing, the camera catches this. you can see the front wheel, bouncing and dangling. almost takes the plane down. the front end scrapes along the runway. the pilot somehow touches it down with the nose down. the plane sliding several hundred feet before stopping there. amazing. nobody was hurt. the cause of that accident still investigated. that pilot knows what he is doing. >> he had to can shaking getting off that plane. it would take a while before i get on another one. late night levity. the host of tonight show, some of the highlights coming up next.
